On the morning of June 11, 2025, the Preparatory Session of the 17th Party Congress of the Party Committee of Ho Chi Minh City University of Technology and Education (HCMUTE), term 2025–2030, was held at the university’s Grand Hall (Block A), with the attendance of 113 official delegates representing 33 affiliated Party cells, on behalf of nearly 700 Party members of the entire Party Committee.
In a solemn, democratic, and highly responsible atmosphere, the Congress voted to approve the Presidium, the Secretariat, and the Delegate Qualification Verification Committee, ensuring smooth and transparent proceedings of the Congress during its two working days, June 11–12, 2025.

A key focus of this Preparatory Session was the discussion of documents to be presented at the 14th National Congress of the Communist Party of Vietnam, along with contributions to the draft documents of HCMUTE’s 17th Party Congress. With scientifically organized arrangements, delegates were divided into three discussion groups to thoroughly analyze core issues, strategic targets, and sustainable development orientations for the university in the upcoming term.
Notably, the Congress will focus on discussing and voting on 10 key strategic targets for the 2025–2030 term, reflecting a long-term vision:
Establish at least one branch campus during the term.
Participate in international university rankings, striving to enter the Top 301–350 in Asia according to the QS Asian Ranking.
Annually publish at least 350 scientific products (WoS/Scopus articles, patents, registered intellectual property).
Launch at least five new doctoral training programs.
Achieve an average income of 50 million VND per person per month by the end of the term.
Ensure at least 58% of full-time lecturers hold a doctoral degree.
Increase international cooperation activities by 25% compared to the 2020–2025 term.
Admit 120 new Party members during the term.
Ensure that the Party Committee annually achieves at least a “Good Performance” rating or higher.
Ensure that all affiliated political-social organizations annually achieve at least a “Good Performance” rating or higher.
These targets not only present challenges for the entire Party Committee but also demonstrate the determination, innovation, and aspiration for strong growth of the University amidst the context of international integration and the transition to autonomous university governance.


One notable highlight of this Congress is the comprehensive and more effective application of digital transformation compared to previous congresses. The Congress has implemented a range of technological solutions to support its organization, such as:

Collecting feedback on Congress documents via the official website
Using facial recognition for delegate check-in, integrated with personalized greetings and seating maps
Sending automated notifications to delegates through the Party Committee’s Zalo Official Account
Providing fast, transparent, and time-saving data reporting and feedback mechanisms
The vigorous application of digital transformation tools not only improves the organization’s efficiency but also reflects a modern governance mindset, keeping pace with the current digitalization trends in Party affairs.
This Preparatory Session is not only a thorough preparation in terms of content and personnel for the official session but also a demonstration of the Party Committee’s unity, sense of responsibility, and aspiration for development.
With the action slogan "Solidarity – Bravery – Rise – Development," the 17th Party Congress of HCMUTE’s Party Committee promises to be a significant milestone, laying a solid foundation for a new phase of development—steadfastly moving towards becoming a leading center for training, research, and technology transfer in Vietnam and the region.
