On the morning of September 20, 2024, at Ho Chi Minh City University of Technology and Education (HCMUTE), the Inspection Department of the Ministry of Education and Training (MOET) collaborated with the university to organize a conference for direct feedback on the Draft Plan for Inspection and Examination of the High School Graduation Examination from 2025 and the Draft Circular on Guidelines for Educational Inspections.
Attending the conference, on behalf of MOET, were Mr. Nguyễn Đức Cường – Chief Inspector, Mr. Ngô Minh Hưng – Deputy Chief Inspector, Mr. Nguyễn Thanh Tùng – Head of the Specialized Inspection Department, and Ms. Trần Hải Minh – Deputy Head of the Specialized Inspection Department. Representing HCMUTE were Assoc. Prof. Dr. Lê Hiếu Giang – Acting Rector, along with leaders of relevant departments, including the Education Inspection Office, the Admissions and Student Affairs Office, the Training Office, and the Administration and Organization Office. The conference also welcomed leaders and educational experts from 12 Southern Provincial Departments of Education and Training, 21 higher education institutions, as well as members of the drafting and editorial committees.
In his opening remarks, Mr. Nguyễn Đức Cường, Chief Inspector of MOET, emphasized the importance of reforming the inspection and examination process in the context of significant changes to the High School Graduation Examination from 2025. The conference served as a platform for participants to contribute feedback to refine the inspection and examination plans, as well as the draft circular on educational inspections, aiming to improve the quality of exam management.
During the conference, Assoc. Prof. Dr. Lê Hiếu Giang, Acting Rector of HCMUTE, expressed the university’s honor to co-organize this significant event with the MOET Inspection Department. He also extended his gratitude to MOET for entrusting HCMUTE as the venue for the conference. Assoc. Prof. Dr. Lê Hiếu Giang reiterated the university’s commitment to supporting and collaborating with educational authorities to enhance the quality of education, particularly in examination and inspection efforts for the High School Graduation Examination.
At the conference, participants listened to Mr. Nguyễn Đức Cường present a detailed summary of the inspection and examination work for the High School Graduation Examination during the 2020–2024 period, as well as the draft plan for the examination from 2025. Following this, Mr. Nguyễn Thanh Tùng, Head of the Specialized Inspection Department of MOET, presented the Draft Circular on Educational Inspection Guidelines, which comprises six chapters and 24 articles.

The conference concluded with numerous insightful contributions toward improving the inspection and examination processes in education from 2025. In his closing remarks, Chief Inspector Nguyễn Đức Cường expressed gratitude to the participants for their attendance and valuable input. He affirmed that MOET would consider the feedback to refine the draft documents, ensuring transparency and effectiveness in education management. In the near future, MOET plans to organize similar conferences in the Northern and Central Highlands regions to gather additional feedback and further enhance the related procedures.
