On October 15, at the Ho Chi Minh Museum – Ho Chi Minh City Branch, the Ho Chi Minh City Youth Union organized a ceremony to offer tribute and flowers to President Ho Chi Minh and to honor the "Outstanding, Friendly Young Civil Servants" Award for the 11th time in 2024. During this event, Comrade Nguyen The Bao – Secretary of the Civil Servant Union at Ho Chi Minh University of Technical Education (HCMUTE), received the “Outstanding, Friendly Young Civil Servant” Award for two consecutive years. This achievement not only affirms his continuous creativity but also marks his personal contributions to the administrative field. The effective solutions he introduced have helped improve management at his unit, while spreading the value of innovation in the academic environment.
The "Outstanding, Friendly Young Civil Servant" Award is one of the prestigious awards organized by the Ho Chi Minh City Youth Union. Established in 2012, this award aims to honor young individuals in the public sector who have introduced innovative solutions to enhance the quality of public services and improve administrative processes, while also demonstrating a spirit of community service. After more than a decade, the award has become a distinguished platform, attracting hundreds of applications each year, encouraging innovation and dedication among young civil servants, and contributing to the improvement of public services and community support.
In 2024, the award entered its 11th edition, with 342 online submissions and many more from local Youth Union branches. After a thorough evaluation, 57 outstanding individuals were honored for their innovative ideas and solutions that have contributed to improving the quality of public services.
Among these, Comrade Nguyễn Thế Bảo, Secretary of the Civil Servant Union at HCMUTE, was honored with the award. As Deputy Head of the Administrative Organization Department, with his initiative to improve workflow processes, he not only optimized the unit’s operations but also enhanced public service quality, leaving a strong impression on both colleagues and leadership.
Practical Initiative – Turning Challenges into Opportunities
Among hundreds of submissions, Comrade Nguyễn Thế Bảo stood out for his initiative, “Storing Shared Data on NAS (Network-Attached Storage), Organizing Folders and Naming Files.” This strategic solution improved the data management efficiency of the Administrative Organization Department. Instead of relying on inconsistent traditional storage methods, his initiative created a synchronized and scientific storage system. This system allows staff to easily access data even when working remotely. Furthermore, the organized folder structure and file naming system not only ensure consistency but also make work transitions smoother and more accurate, particularly during staff changes.
Sharing about his initiative, Comrade Bảo said: "I firmly believe that by optimizing even the smallest changes, we can create significant impacts. When I noticed that several steps in our workflow were inconsistent and time-consuming, I thought of improving it to systematize everything, enhance work efficiency, and, most importantly, better serve the community."
When the initiative was implemented, it yielded highly positive results: processing time was significantly reduced, work pressure lessened, and satisfaction among both staff and leadership improved noticeably. Comrade Nguyễn Thế Bảo was not only highly regarded by colleagues for his innovative spirit but also acknowledged by leaders for his long-term vision and effective process improvement. His initiative has not only enhanced the department’s operations but is also seen as a useful model that could be widely applied across other departments.
Unwavering Dedication – The Secret to Balancing Work and Union Activities
Comrade Nguyễn Thế Bảo received a Certificate of Merit from the Minister of Education and Training for his outstanding achievements over two consecutive years, from the 2021-2022 academic year to the 2022-2023 academic year.
Comrade Nguyễn Thế Bảo’s accomplishments go beyond his professional duties. His enthusiasm and expertise are evident in his role as Deputy Head of the Administrative Organization Department and as an excellent Union Secretary. For him, balancing work and social activities is the key to maintaining abundant energy and continuous creativity. He shared: “Thanks to Union activities, I have learned how to manage time, connect with people, and motivate myself. That’s why I always work with passion and the highest dedication.”
Recognition of Outstanding Party Members in 2023
The creativity, high responsibility, resilience, and passion of Comrade Nguyễn Thế Bảo are the driving forces that have made him one of the most outstanding young civil servants. He has not only contributed to building and developing HCMUTE but also inspired the younger generation with a spirit of dedication and a desire for innovation.

The “Outstanding, Friendly Young Civil Servant” Award that Comrade Nguyễn Thế Bảo received is a testament to HCMUTE’s strategy of developing young human resources. The university not only focuses on specialized training but also creates opportunities for young staff to unleash their creativity and contributions, thereby affirming the university’s position in the national education system.
In addition to the administrative field, the university is also proud to have three outstanding young lecturers, Comrade Trần Vũ Hoàng, Comrade Trần Vi Đô (Department of Electrical Engineering), and Comrade Trần Ngọc Thiện (Department of Mechanical Engineering), who have been recognized with the "Outstanding Young Teacher of Ho Chi Minh City" award in 2024. The award ceremony will be held in November. This recognition acknowledges their efforts in innovating teaching methods, inspiring, and guiding students, helping the university continue to assert its position in education.
Earlier in March 2024, Comrade Lê Xuân Thân – Secretary of the HCMUTE Youth Union and Deputy Head of the University’s Communications Department, was honored with the 2024 Lý Tự Trọng Award by the Central Youth Union. He was one of four exemplary Youth Union officials in Ho Chi Minh City recognized for their efforts in building and developing the Union organization.
In May 2024, two civil servants from HCMUTE, Comrade Lê Xuân Thân and Comrade Nguyễn Thế Bảo, were honored with the title of "Advanced Youth in Ho Chi Minh City Following Uncle Ho's Teachings." Comrade Nguyễn Thế Bảo received the title, while Comrade Lê Xuân Thân was recognized at the award ceremony.
