In line with the Ministry of Education and Training’s (MOET) Decision No. 4199/QĐ-BGDĐT dated December 26, 2024, on establishing a campus of Ho Chi Minh City University of Technology and Education (HCMUTE) in Binh Phuoc province, the MOET’s On-Site Appraisal Council conducted an actual appraisal visit on May 10, 2025. This included inspecting the proposed campus location and reviewing documents at the Binh Phuoc Provincial People's Committee.

The appraisal council was led by Mr. Le Dinh Nghi – Director of the Department of Personnel and Organization (MOET), Chairman of the Council, with members representing the MOET, Ministry of Home Affairs, and Ministry of Finance.
From HCMUTE, the delegation included Dr. Truong Thi Hien – Party Committee Secretary and Chairwoman of the University Council; Dr. Quach Thanh Hai – Vice President; Assoc. Prof. Dr. Chau Dinh Thanh – Vice President; and other functional unit leaders.
On behalf of Binh Phuoc province, Ms. Tran Tuyet Minh – Member of the Provincial Standing Committee and Vice Chairwoman of the Provincial People's Committee – attended along with representatives from the Department of Home Affairs, Department of Education and Training, Department of Finance, and leadership from Binh Phuoc College.
During the session, Dr. Truong Thi Hien presented a detailed report on the proposal to establish the campus. The establishment aligns with the "Master Plan for the Higher Education and Teacher Training Network for the 2021–2030 period with a vision to 2050," approved by the Prime Minister in Decision No. 452/QĐ-TTg dated February 27, 2025. Specifically:
First, the campus aligns with the orientation for establishing university branches, which considers: (i) reorganization or transfer of existing campuses; (ii) merger of universities or colleges based in other localities; or (iii) expansion into neighboring or high-demand areas to serve local and regional socio-economic development.
Second, it supports the development of STEM-oriented institutions. The plan prioritizes investments in institutions with strengths in mechanical engineering, mechatronics, automation, construction, and transportation in key regions including the Southeast. HCMUTE, with over 62 years of history, excels in these areas.
Third, it matches the strategy to develop higher education institutions in the Southeast, centered around Ho Chi Minh City and Binh Duong, to provide high-quality human resources and foster research, innovation, and advanced technology. Binh Phuoc is currently one of only three provinces in Vietnam without a university-level institution.

Ms. Tran Tuyet Minh, representing the provincial leadership, reaffirmed Binh Phuoc’s commitment to higher education as a strategic solution for sustainable development. She emphasized the urgency and strategic value of the campus, given that the province currently lacks a university and is planning to expand to 18 industrial zones by 2030, significantly increasing demand for highly qualified human resources.

She also confirmed that any upcoming administrative boundary adjustments would not affect the proposal since it meets an urgent and practical need. The presence of a university campus will play a vital role in industrial development, digital transformation, and international integration.
Following the presentations, Council members engaged in discussions to clarify conditions for establishing the campus, inspected land and facilities, and raised questions for further clarification to ensure compliance with legal requirements.

After deliberation, the On-Site Appraisal Council conducted a vote and unanimously approved the proposal to establish the HCMUTE campus in Binh Phuoc.
In his concluding remarks, Mr. Le Dinh Nghi, Chairman of the Appraisal Council, praised HCMUTE for its thorough preparation and responsible approach. He noted that the proposal and documents were complete and legally compliant, demonstrating solid groundwork.

The Council found the proposal highly feasible and well-structured but recommended that HCMUTE further refine aspects related to quality assurance, such as facilities, teaching equipment, campus layout, canteen, cultural and sports spaces, library, computer labs, online classrooms, and admission support services.
The Council requested that HCMUTE promptly revise and complete the proposal based on feedback and submit it to the MOET. Additionally, it called on the Binh Phuoc Provincial People's Committee to continue its support to ensure effective implementation.
All 9 council members voted in favor, reaching 100% consensus to propose that the Minister of Education and Training approve the establishment of the HCMUTE campus in Binh Phuoc.
On behalf of HCMUTE, Dr. Truong Thi Hien expressed sincere gratitude to the Appraisal Council and related agencies for their valuable contributions and affirmed the university’s commitment to incorporate all feedback and complete the documents promptly.
Ms. Tran Tuyet Minh, on behalf of the Binh Phuoc authorities, also thanked the Council and HCMUTE for their effective cooperation. She stated that the province would quickly finalize the detailed zoning plan for the campus site and would continue to provide support for the proposal's successful implementation.
