On the afternoon of March 4, 2025, Ho Chi Minh City University of Technology and Education (HCMUTE) solemnly held the the ceremony of announcing the decision to appoint the predident of HCMUTE for the 2020-2025 term. At the ceremony, Assoc. Prof. Dr. Nguyen Van Phuc – Deputy Minister of Education and Training, awarded the decision to appoint Assoc. Prof. Dr. Le Hieu Giang as the president of HCMUTE for the 2020-2025 term.

The ceremony was honored to welcome the presence of leaders from the Ministry of Education and Training (MOET), including Assoc. Prof. Dr. Nguyen Van Phuc – Deputy Minister of MOET; Ms. Nguyen Thu Thuy – Director of the Higher Education Department; Mr. Tran Thanh Dam – Director of the Department of Planning and Finance; Mr. Canh Chi Dung – Deputy Director in charge of the Department of Personnel Organization; Mr. Vu Minh Duc – Director General of the Department of Teachers and Educational Administrators and member of HCMUTE's University Council; and Mr. Le Thang Loi – Deputy Director of the Southern Training and Education Development Center.


From the People's Committee of Binh Phuoc Province, MS. Tran Tuyet Minh – Vice Chairwoman of the Provincial People's Committee, along with representatives from various provincial departments and agencies, attended the event. The ceremony also welcomed Nguyen Thi Minh Hong – Secretary of the Party Committee of Universities and Colleges in Ho Chi Minh City (ĐUK), Ms. Nguyen Thi La – Permanent Deputy Secretary of ĐUK, and representatives from departments, agencies, and organizations in Thu Duc City and Ho Chi Minh City.

On behalf of HCMUTE, the ceremony saw the attendance of Dr. Truong Thi Hien– Secretary of the Party Committee, Chairwoman of the University Council; Assoc. Prof. Dr. Le Hieu Giang– Deputy Secretary of the Party Committee, President; Dr. Quach Thanh Hai – Vice President; Assoc. Prof. Dr. Chau Dinh Thanh – Vice President, along with former university leaders, members of the Party Committee, University Council, Trade Union, Veteran Association, Former Lecturers Association, Alumni Association, Youth Union – Student Association, unit leaders, staff, and students.


During the ceremony, Deputy Minister Nguyen Van Phuc congratulated the faculty, staff, and students of HCMUTE, especially Assoc. Prof. Dr. Le Hieu Giang in his new position. The Deputy Minister highly appreciated the efforts of the university leadership and staff in affirming the university's position as a leading institution in training high-quality human resources for the country.


“HCMUTE, with over 62 years of development, nearly 1,000 staff members, and more than 35,000 students, is one of the top universities in engineering and technology. The university plays a crucial role in providing high-quality human resources for the southern region and the entire country. HCMUTE has been a pioneer in implementing university autonomy under Government Resolution No. 77/NQ-CP and has achieved outstanding results among 23 pilot autonomous universities. The university is also at the forefront of educational reform, international integration, innovation, technology transfer, and community service. It has continuously enhanced its international reputation through program accreditation according to international standards and participation in prestigious global rankings.” – Deputy Minister Nguyen Van Phuc remarked.

On this occasion, Deputy Minister Nguyen Van Phuc also conveyed key instructions to the new President, including:  


- First, the entire university community, from the leadership to staff and students, must unite to innovate university governance.  
- Second, HCMUTE should seize the “golden opportunity” of the nation's technological advancement, particularly in renewable energy, mechanical engineering, automation, artificial intelligence, and semiconductor technology.  
- Third, although HCMUTE has made significant strides in modernization and international integration, the university must aim higher to become a globally recognized institution.  


In his inaugural speech, Assoc. Prof. Dr. Le Hieu Giang expressed deep gratitude to the Ministry of Education and Training for entrusting him with the responsibility of leading the university and thanked the university community for their unwavering support. 


“Today is not only a moment of pride for me but also a great responsibility ahead with many challenges to overcome. Over the past three years, from June 2022 to now, as Acting President, I have strived alongside the university community to maintain stability, development, and enhance the quality of education and scientific research. According to the recently approved national higher education network plan for 2021-2030, with a vision to 2050, HCMUTE is one of five leading public technical and technological universities designated to become a key institution. I pledge to dedicate all my efforts and intellect to fulfill the entrusted mission and foster the collective solidarity spirit to meet the expectations of the Ministry of Education and Training, the university community, and our students.” – Assoc. Prof. Dr. Le Hieu Giang stated.

The ceremony ended in a warm and celebratory atmosphere, with congratulatory flowers presented by representatives from various units within and outside the university. With over 20 years of dedication to HCMUTE, Assoc. Prof. Dr. Le Hieu Giang is expected to lead the university to greater success and development.

On this occasion, Ms. Tran Tuyet Minh – Vice Chairwoman of Binh Phuoc Provincial People's Committee, presented flowers to congratulate the new President. HCMUTE and Binh Phuoc Province are strategic partners in training and developing high-quality human resources for the locality. Both sides are accelerating the establishment of HCMUTE's Binh Phuoc branch, expected to begin student enrollment in 2025.

About Assoc. Prof. Dr. Le Hieu Giang

 

Born in 1972, Assoc. Prof. Dr. Le Hieu Giang is an alumnus of HCMUTE and earned his PhD in 2003 from the Czech Technical University in Prague (Czech Republic). He has dedicated more than two decades to HCMUTE, becoming an Associate Professor in 2012. He has held various key positions, including: 
- Deputy Head of the Department of Science Management – International Relations – Postgraduate Studies  
- Deputy Dean of the Faculty of Mechanical Engineering  
- Deputy Head of the Academic Affairs Office
- Vice President cum Dean of the Faculty of Mechanical Engineering  
- Vice President cum Dean of the Faculty of Information Technology  
In June 2022, he was assigned as Acting President, followed by acting president from November 2023 until his official appointment as Rector for the 2020-2025 term.  

With the leadership of Assoc. Prof. Dr. Le Hieu Giang, HCMUTE is set to achieve new milestones on the path to becoming a key national university in engineering and technology, making significant contributions to Vietnam's socio-economic development.
