In response to Vietnam Science and Technology Day (May 18), on the morning of May 16, 2025, Ho Chi Minh City University of Technology and Education (HCMUTE) held a seminar titled “Promoting Scientific Research and Technology Transfer in Accordance with Resolution 57-NQ/TW.” The event not only aimed to spread the spirit of innovation but also served as a practical activity to concretize national strategic goals for the development of science, technology, and digital transformation in the new context.

Participants of the seminar included Assoc. Prof. Dr. Chau Dinh Thanh – Vice President of HCMUTE; Assoc. Prof. Dr. Do Thanh Trung – Head of the Office of Science and Technology; Assoc. Prof. Dr. Vu Van Phong – Deputy Head of the Office of Science and Technology; MSc. Le Tan Cuong – Acting Deputy Director of the Innovation and Technology Transfer Center; along with leaders of relevant units and faculty members of the university.

At the seminar, Assoc. Prof. Dr. Do Thanh Trung delivered a presentation on Resolution 57-NQ/TW issued by the Politburo on the development of science and technology, innovation, and national digital transformation. The resolution aims to position Vietnam among the leading countries in Southeast Asia in terms of digital competitiveness, artificial intelligence, digital economy, and innovation by 2030–2045. He also outlined HCMUTE’s strategic directions, including refining internal policies, investing in key research infrastructure, developing strong research groups, enhancing industry collaboration, and advancing international integration in research.

Assoc. Prof. Dr. Vu Van Phong introduced the latest updates to HCMUTE's scientific and technological activities under Decision No. 1402/QD-DHSPKT. These new regulations are designed to encourage and create a favorable legal framework for faculty members engaged in research and technology transfer. Notable changes include clearly defined criteria for establishing university-level key research groups, priority mechanisms for project approval and funding, recognition of research hours through technology transfer contracts, and enhancements in reward policies, violation handling, and acknowledgment of various research outputs.

Following that, MSc. Le Tan Cuong – Acting Deputy Director of the Innovation and Technology Transfer Center – delivered a presentation on policies to promote technology transfer at HCMUTE. His report covered the implementation of internal policies aligned with Resolution 57-NQ/TW, financial support for key research groups, the development of an innovation ecosystem including Maker Space, conversion of teaching hours via technology transfer contracts, and improvements in intellectual property legal frameworks. He also highlighted remarkable achievements in technology transfer from HCMUTE to businesses and communities, as well as the provision of STEM equipment to high schools in Quang Tri province.

The seminar concluded with an open discussion, allowing participants to clarify issues related to policy implementation, promotion of applied research, and commercialization of scientific and technological products. The event not only served as a summary and reflection on current practices and policies at HCMUTE but also paved the way for a clearer path in aligning scientific and technological activities with the national innovation strategy.-
