On June 20, 2025, in Dong Xoai City, Binh Phuoc Province, Ho Chi Minh City University of Technology and Education (HCMUTE) solemnly held the Ceremony to Announce the Decision on the Establishment of the HCMUTE Branch Campus in Binh Phuoc Province, as per Decision No. 1576/QĐ-BGDĐT dated June 12, 2025, issued by the Minister of Education and Training. This marked a significant milestone in the university’s strategy to expand its educational network, better serve the community, and enhance its influence regionally and nationally.

The ceremony was attended by:


Mr. Nguyen Manh Cuong – Member of the Central Party Committee, Deputy Minister of Foreign Affairs, and former Secretary of the Binh Phuoc Provincial Party Committee;

Mr. Le Tan Dung – Deputy Minister of Education and Training;

Ms. Tran Tuyet Minh – Member of the Provincial Standing Committee, Vice Chairwoman of the Binh Phuoc People's Committee, along with leaders of various provincial departments and agencies.

From HCMUTE:

Dr. Truong Thi Hien – Party Secretary, Chairwoman of the University Council;

Assoc. Prof. Dr. Le Hieu Giang – President of the university;

Along with members of the University Council, Party Committee, and heads of university departments.

Speaking at the event, Deputy Minister Le Tan Dung acknowledged HCMUTE's efforts in expanding and enhancing the quality of higher education. He emphasized that the establishment of the Binh Phuoc Branch was not only a milestone for the university and the province but also a meaningful event for the national education sector. It reaffirms the university’s position and represents a crucial step toward improving human resource quality to meet the development needs of Binh Phuoc Province and the Southeast region.

The Deputy Minister also proposed several key directions for the university to focus on:

- Strengthen organizational structure and human resource development;

- Develop the branch into a reputable teacher training center in the Southeast;

- Expand academic programs to meet local workforce demands;

- Assess the potential for international education development in Binh Phuoc.


On behalf of the Binh Phuoc People's Committee, Ms. Tran Tuyet Minh expressed high expectations for the new branch, viewing it as a turning point in the province’s strategy for developing high-quality human resources.

Assoc. Prof. Dr. Le Hieu Giang, President of HCMUTE, expressed gratitude to the Ministry and the provincial leadership for their support, pledging the university’s full commitment to building a strong and impactful branch that contributes to local and regional socio-economic development.

In appreciation, HCMUTE leadership presented flowers to leaders from the Ministry of Education and Training, Binh Phuoc Province, and Binh Phuoc College for their close guidance and timely support throughout the establishment process.


During the ceremony, the Binh Phuoc People's Committee also announced commendation decisions and awarded collectives and individuals who made significant contributions to the formulation of the project, legal procedures, and the preparation of infrastructure for the branch.


The event concluded with a symbolic ribbon-cutting ceremony marking the official inauguration of the HCMUTE Branch Campus in Binh Phuoc Province—an emblematic beginning of the collaboration under the spirit of “Connection – Innovation – Sustainable Development.”

 

 

Timeline of Collaboration between HCMUTE and Binh Phuoc Province

April 9, 2024: Working session between Binh Phuoc People’s Committee and HCMUTE to agree on the branch establishment plan;

Subsequent period: Joint surveys conducted at three campuses of Binh Phuoc College, with Site 1 (No. 899, National Road 14, Dong Xoai City) selected. Land measurement and area confirmation followed;

HCMUTE developed a feasible project proposal aligned with provincial planning;

October 3, 2024: Cooperation agreement signed between the Binh Phuoc People’s Committee and HCMUTE;

October 7, 2024: Official provincial approval (Document No. 4094/UBND-KGVX) granted;

Joint completion of documentation submitted to the Ministry of Education and Training;

December 26, 2024: MOET issued Decision No. 4199/QĐ-BGDĐT approving the establishment policy;

February 28, 2025: Ministry of Finance issued Decision No. 511/QĐ-BTC on asset transfer;

Same day: HCMUTE submitted campus master plan to the Binh Phuoc Department of Construction;

March 5, 2025: Department approved the plan via Document No. 39/SXD-QHKT;

March 28, 2025: Land Use Right Certificate granted to HCMUTE for an area of 89,839.1 m²;

May 10, 2025: MOET's evaluation council officially approved the project proposal;

June 12, 2025: MOET issued the final Decision to establish the HCMUTE Branch Campus in Binh Phuoc.
