a. Functions:
1. Propose targets, solutions and plans for general construction layout and infrastructure construction projects to the Presidential board
2. Assist the President to develop and implement infrastructure construction projects
3. Participate in developing, planning and managing new infrastructure construction projects
4. Call for investment and promote strategic construction projects of the university
5. Construct, modify, fix, update and maintain more than 100,000,000 VND worth infrastructure sections
b. Responsibilities:
1. Assist the Presidential board to manage all infrastructure construction works
2. According to plans of each period or school year, construct new infrastructure construction projects or maintain old infrastructure system
3. Combine with authorities to audit and approve project investment
4. Implement and manage infrastructure construction projects (juridical administrative documents, technical documents, contractor selection, progression, quality, cost...)
5. Manage juridical documents, technical documents, contractor selection, progression
6. Double check juridical documents, receipts, infrastructure construction reports before submitting for approval
7. Jointly take part in project implementation as assigned by the Presidential board, supervise projects which value more than 100,000,000VND
8. Make reports for infrastructure construction projects
9. Do other works requested by the Presidential board
10. Examine juridical documents to submit to the President
11. Be responsible for requesting for amendments, upgrades or maintenance for construction parts of the university which are more than 100,000,000VND worth
