On July 20th, 2019, the opening ceremony of International Conference on System Science and Engineering took place at the hall of Quang Binh University which is located in Dong Hoi City, Quang Binh province.
 
This conference was organized by HCMC University of Technology and Education coordinating with Quang Binh University, Taiwan system science and technology team, Taiwan System Science and Technology Association (TASSE) and Ho Chi Minh City Department of Science and Technology, together with the companion of "Diamond Sponsor" - VinTech City.


There were representatives of Ministry of Education and Training, Department of Science and Technology, Department of Education and Training, Department of Information and Communications, Department of Culture and Information, Department of Sports and Tourism in Quang Binh province and more than 200 Vietnamese scholars and ones from other countries.
