Continuously improving and enhancing training quality, Ho Chi Minh City University of Technology and Education (HCMUTE) is proceeding with the accreditation of 17 additional undergraduate programs according to the standards of the Ministry of Education and Training (MOET). On August 12, 2025, the External Evaluation Team (EET) from the Center for Education Quality Accreditation (CEQA), Vietnam National University Ho Chi Minh City (VNU-HCM), carried out a preliminary survey at HCMUTE, marking the beginning of the upcoming official evaluation scheduled for August 26–29, 2025.

 



Participants in the preliminary survey included: Assoc. Prof. Dr. Le Ngoc Quynh Lam – Director of CEQA, VNU-HCM; Representatives of the evaluation teams:

• Assoc. Prof. Dr. Tran Thi Hong – Vice President of Nguyen Tat Thanh University, Head of Evaluation Team for 06 programs;
• Assoc. Prof. Dr. Le Chi Lan – Vice President of Saigon University, Head of Evaluation Team for 06 programs;
• Assoc. Prof. Dr. Nguyen Hong Sinh – former Dean of the Library – Information Faculty, University of Social Sciences and Humanities, VNU-HCM, Head of Evaluation Team for 05 programs; Along with other EET members.

 

 



 

From HCMUTE, participants included Assoc. Prof. Dr. Le Hieu Giang – President of the University; together with leaders of Offices, Departments, and Faculties with programs undergoing accreditation.

During the preliminary survey, the EET conducted initial checks of evidence documents, while also visiting the university’s facilities such as offices, interview rooms, conference halls, studios, and units related to the evaluated programs, including workshops, laboratories, practice rooms, library, IT system, multi-purpose sports hall, dormitories, and exam storage areas. These activities aimed to ensure the best preparation for the upcoming official survey.

At the conclusion of the preliminary survey, the EET held a working session with university leaders and unit representatives to discuss the results of the self-evaluation report of the 17 programs.

On behalf of the EET, Assoc. Prof. Dr. Le Chi Lan – Vice President of Saigon University, expressed appreciation for the university’s thorough preparation and warm reception, and thanked the units for their active cooperation throughout the survey. The team reviewed evidence, observed the actual training activities of the 17 programs, interacted with relevant units, examined modern laboratory and workshop equipment, and explored student extracurricular activities.

 

 

To ensure a successful official survey, the EET requested HCMUTE’s support in the following four areas:

Provide complete documentation and evidence such as detailed course outlines, assessment procedures, selected exam papers and answer keys, and legal documents (decision numbers, official stamps, etc.).

Develop and provide a detailed working plan, including an agreed interview schedule with stakeholders such as unit leaders, lecturers, students, alumni, and employers.

Speaking at the session, Assoc. Prof. Dr. Le Hieu Giang – President of HCMUTE, expressed gratitude for the professional and dedicated work of the EET, stating:

“The university will support the EET’s requirements to complete the necessary evidence for the upcoming official survey. Over the years, HCMUTE has been a pioneer in program quality accreditation, completing the first institutional accreditation cycle in 2017 and the second in 2023. These evaluations provided valuable insights into strengths to be promoted and limitations to be improved. The EET’s feedback and recommendations will serve as a foundation for continuous improvement, better supporting students’ learning and research, and meeting society’s growing demand for high-quality human resources.”

On behalf of CEQA, VNU-HCM, Assoc. Prof. Dr. Le Ngoc Quynh Lam – Director of the Center, expressed gratitude to HCMUTE for the trust placed in CEQA, as well as for the thorough preparation and close coordination in providing evidence for the EET. This, she emphasized, contributed to the success of both the preliminary and upcoming official surveys. She stressed:

“We always place ourselves in the university’s position to identify strengths that can be enhanced to create a unique mark in HCMUTE’s training quality. Above all, the Center and its experts aspire to bring Vietnamese education closer to global standards, delivering superior training quality and giving Vietnamese students greater competitiveness in the international arena.”

 



Both sides agreed to sign the preliminary survey minutes for the accreditation of 17 programs, confirming working principles, the implementation plan for the official survey, the list of required supplementary documents and evidence, the participants and number of interviewees, the facilities to be inspected, as well as logistical arrangements for the official survey taking place from August 26–29, 2025.
