a. Functions:
1. Assist President to develop academic objectives of the university.
2. Manage and control the fulfilment of academic affairs of teachers and students, training models in formal college, undergraduate and postgraduate levels.
3. Manage formal college, undergraduate and postgraduate programs
4. Manage continuous and short-term training courses, contracted training courses as requested by off-campus partners 
5. Be a permanent member of Student recruitment Committee and Scientific and academic Committee 
6. Manage degrees and certificates

b. Responsibilities:
1. University academic objective development
- Identify development orientation for academic training 
- Identify development orientation for training scale and component training fields
- Identify development orientation for training methodologies and models
- Identify development orientation for training programs 

2. Management and control of the fulfillment of academic affairs of teachers and students, training models in formal college, undergraduate and postgraduate programs
- Be fully in charge and combine with related Faculties to open new training programs or close out-of-date training programs 
- Be fully in charge and combine with related Faculties to review, adjust, update or newly construct training curricula
- Manage curriculum and reference material compilation
- Be fully in charge and combine with related units to manage and develop teaching assistant system, teachers' teaching portfolios
- Build up academic management process, teaching schedule of the whole school year, and classroom utilization plans
- Manage and control the fulfilment of teaching curricula, plans for teaching, learning and practice
- Supervise teachers' teaching load and working policies for teaching process
- Develop legal documents and regulations on teaching, learning, examination, assessment, and combine with functional units to supervise the fulfilment process
- Summarize teaching and learning performance for every semester and school year; and evaluate efficiency of teaching and learning methodology renewal.

3. Academic management for formal college, undergraduate and postgraduate programs

- Manage course registration, solve academic problems, evaluate course failure and graduation 
- Manage and affirm accumulated academic transcripts of all students
- Combine with Financial Plan Office to identify suitable tuition fee for every training program
- Collect data about student recruitment, teaching and learning to serve for academic training quality assessment, facility utilization efficiency
- Manage Academic administrative software system 

4. Being a permanent member of Student recruitment Committee and Scientific and academic Committee
- Develop student recruitment project and working plan of the Scientific and academic Committee 
- Fully implement student recruitment project and working plan of the Scientific and academic Committee
- Participate in Accreditation as requested by the President

5. Management for continuous and short-term training courses, contracted training courses as requested by off-campus partners 
- Manage continuous and short-term training courses
- Manage contracted training courses as requested by off-campus partners

6. Degree and certificate management
- Create and instruct how to use academic administrative forms
- Manage and issue academic degrees and certificates 
- Affirm issued academic degrees and certificates as requested.

7. Other responsibilities
- Periodically report to the Presidential Board about training progress and propose problem solutions or improvements
- Participate in Academic program assessment committee for curriculum design, new training programs or facility equipment projects 
- Conduct other responsibilities as requested by the President
